The EU Commission has initiated infringement proceedings against Italy and 18 other Member States. The reason: They have not submitted their national building renovation plans in accordance with the revised Energy Performance of Buildings Directive (EPBD IV) by December 31, 2025.
For insulation material manufacturers and painting companies, this means a lack of clarity about future renovation rates and funding guidelines. The delay makes medium-term capacity planning more difficult.
