The German market for insulation materials is in a transitional phase in mid-2026. While the EU Building Directive (EPBD) prescribes stricter efficiency standards, the national funding landscape remains unclear after the expiration of BEG subsidies for individual measures in 2024. For painting contractors specializing in façades, this means: material selection and calculation become even more central to customer consultation.

Regulatory framework tightening

The revision of the EU Building Energy Efficiency Directive (EPBD) is gradually tightening requirements for new buildings and existing building renovation. From 2028, new buildings in Germany must meet the 'Efficient Building 40' standard, which requires greater insulation thicknesses and optimized thermal conductivity values. For existing buildings, renovation requirements apply upon change of ownership – if the new owner does not implement minimum measures within two years, fines threaten. While these regulations create demand, they also make detailed product knowledge and accurate quotation calculation essential.

In parallel, the REACH chemicals regulation is tightening requirements for flame-retardant additives in insulation materials. Several brominated and halogen-containing flame retardants are on the candidate list for substances of very high concern (SVHC). Manufacturers are working on replacement solutions based on phosphorus or mineral bases, which, however, sometimes bring higher material densities or altered processing properties.

Providers and new products

Leading system providers such as Sto SE (sto.de) and Caparol (caparol.de) have expanded their ETICS portfolios in recent months with thin-layer high-performance insulation materials. Aerogel-based systems achieve thermal conductivity values of λ ≤ 0.020 W/(m·K) at build-up thicknesses below 50 mm – ideal for heritage-listed façades or interior insulation with minimal space loss. Knauf (knauf.com) has also offered a mineral foam system with integrated reinforcement mesh since spring 2026, which reduces processing time and material transport.

In the segment of ecological insulation materials, demand and supply are increasing. Hemp, wood fiber and cellulose insulation are recording growth rates in the double-digit percentage range in private new construction. Small and medium-sized manufacturers are expanding regionally; larger corporations such as Knauf Aquapanel are cooperating with distribution partners for bio-based systems. For painting contractors, this means: training needs are increasing, as wood fiber requires different primers and façade paints than EPS or mineral wool.

Market dynamics: demand vs. investment restraint

The actual order situation shows a mixed picture. While public building owners and institutional property owners are implementing renovation projects quickly, private owners are hesitant. Reasons include high interest rates, unclear funding prospects and uncertainty about future heating technologies. KfW loans for energy-related renovation (programs 261/262) continue to be issued, but without direct subsidies, the appeal for smaller measures such as façade insulation without simultaneous boiler replacement declines.

Regional funding programs – such as in Bavaria, Baden-Württemberg and North Rhine-Westphalia – are trying to close the gap. Contractors should familiarize themselves with the respective state development banks and actively point customers to combination options. A look at successful practical examples shows: funding advice can become a competitive advantage.

Outlook: standardization and circular economy

The revision of DIN 4108 (thermal protection and energy saving) is expected in 2027. Drafts provide for stricter requirements on thermal bridges and simplified verification procedures for existing building renovation. In parallel, the EU is working on a circular economy regulation for construction products that could prescribe recycling quotas and disassembly capability for ETICS. First pilot projects with mechanically reversible insulation boards are already underway – a topic that also affects contractors who install today and will need to disassemble in 20 years.

For painting contractors with façade or insulation expertise: material and product knowledge become core competence. Contractors who can advise customers not only on paint colors but also on system structures, U-values and funding options will secure orders in a regulatory demanding environment. The coming months will show whether the federal government will establish a new funding framework – until then, flexibility in product selection and quotation design remains the most important tool.
